The cord worked perfectly. After looking at the old cord, it looked like the was not properly installed. It was connected all the way.
These USB-C connectors for the four device charger are great to have on hand, since its good to be able to make certain that the problem is not in the charger. In my case, the problem was not in the charger, but in the iPad, so I will be saving them till next time.
